The Chief Information Officer provides strategic direction, technology vision and leadership in the development and implementation of the organization-wide information technology program for a progressive non-profit, multi-site community health center. This person will supervise an Information Systems team.
Full-time position. Office located at CommuniCare administrative location in Davis, CA. Travel to nearby CommuniCare sites and other meeting locations outside the county is required.

Provide management and oversight of all IS capabilities and related services to maximize staff productivity, efficiency, health center resources and security/confidentiality requirements.
Responsible for the long-term strategic planning for IS and development and ongoing monitoring of IS budgets and projects. Develop project plan for tracking objectives of strategic plan, when necessary; manage associated communication plans.
Plan for the IS organizational needs including electronic health records, meeting Meaningful Use, voice, data, printers, imaging, telecommunication and office automation.
Plan and manage the implementation of new information systems, software, and hardware acquisitions.
Manage system administration with TSOs including managing relationships with vendors for sales, service and support while maintaining a 99.8% network uptime per quarter.
Manage relationship and communicate with EHR vendor as well as any third-party interfaces. Communicate developments to leadership team.
Manage the IS and Data Analytics department, tech support, supervise and coach the team, develop annual operating and capital budgets for IS based on organizational needs and strategic plan. Ensure documentation of all IS policies and procedures are accurate and followed. Develop documentation and procedures as needed.
Lead proactive management of organization’s IS configuration, access, and upgrades.
Manage and maintain organization’s intranet.
Maintain the privacy and security of all IS information. Function as the Security Officer for HIPAA and HITECH. Implement network security needs based on Meaningful Use audit findings. Actively participate in the discussion and implementation of Health Information Exchange (HIE).

EDUCATION: BA in Computer Science, Computer Information Systems or related field strongly preferred. May also consider equivalent experience, education and training.
EXPERIENCE: Minimum of 5 years’ work experience with increasing responsibilities for management and support of information systems, including staff supervision. Experience working in a healthcare setting strongly desired.
Certifications Required: Cisco CCNA, Microsoft MSCE
Certification Preferred: Project Management PMP
Demonstrated experience with Electronic Health Record Systems; eClinicalWorks (eCW) experience a plus
Proven strong experience with the following: MS Server, Server 2012, 2008 (MCSE), Office 365, VMWare/VCenter, Microsoft SQL server; Cisco experience configuring Routers, Switches, ASA Firewalls (CCNA)
Some demonstrated programming experience required
Experience with Storage Area Networks (Dell Equalogic)
Proven Project Management experience
Proficient using Visio, MS Project, MS PowerPoint (for creating presentations)
Experience working with/using desktop, mobile and server computer hardware
Familiarity with local and wide area network design, implementation and operation and with operating systems
Knowledge of office software programs such as word processing, databases, spreadsheets programs, and communications software, and familiarity with computer peripherals such as printers, monitors, modems
Knowledge of and demonstrated experience with departmental and capital budgeting processes
Ability to analyze complex logical and interpersonal issues
Experience negotiating with vendors, contractors and others
Experience successfully managing an IS team
Ability to translate technical language to lay audience, and develop a strategic plan for IT
Proven ability to communicate effectively with a diverse workforce internally, with individuals at all organizational levels, and externally with all customers/clients/vendors.
Excellent trouble shooting and diagnostic skills; ability to define/resolve problems.
