Summary/Objective: An employee working as Chief Financial Officer with McCloud Healthcare Clinic, Inc. dba Shasta Cascade Health Centers (Clinic) is responsible for the fiscal activities of the Clinic, to include: development and implementation of short and long-term financial planning; creation and monitoring of financial policies and procedures; development and maintenance of operational and capital budgets; ongoing analysis of revenue generation, income lifecycles, reserves and expenditures; supervision of all fiscal office personnel; and supervision of accounting, accounts payable and inventory systems and accounts receivables, billing and collections functions. The CFO maximizes the corporation’s financial position and assures financial viability by providing leadership and direction to the leadership team; financial and operational strategies; and timely and accurate financial or other related reports to funding agencies and Clinic management and/or Board of Directors.
Supervises overall maintenance of accounting and cost accounting records for all financial transactions of all programs, in accordance with the funding agencies’ requirements and Generally Accepted Accounting Principles (GAAP).
Evaluates the accounting system, internal controls and general fiscal and business management; provides training and supervision to assure accuracy of tracking all business activities.
Assists the CEO in the preparation of the Clinic’s overall budgeting system, implementation of budgets, and a budgetary control system whereby all revenues and expenditures are allocated for and charged to a specific expense category, department and funding source.
Prepares and submits invoices and financial, statistical and other required reports to the Clinic’s funding agencies in accordance to agency requirements and related policies and procedures established by the Clinic’s management and Board of Directors.
Monitors expenditures and cash flow and prepares cash flow projection and monthly reports as required and in accordance with policies established by the Board of Directors.
Coordinates all business units and assures an adequate control system is in place to secure all assets and liabilities of the Clinic.
Prepares special reports as directed by the CEO and/or the Board of Directors, communicates budgets to each department head, and assures that reports are produced on a timely basis.
Assures that proper procedures and controls are in place for purchasing, inventory, cash receipts, cash disbursements and bank Recommends changes as needed to achieve the above.
Assures that the Clinic maximizes revenue from payers and patients by maximizing billing rates and collections in accordance with state and federal guidelines.
Participates with the leadership team in strategic planning; develops financial models and fiscal planning objectives to assess feasibility of short- and long-term goals.
Develops policies and procedures for purchasing activities; prepares vendor and management reports analyzing purchasing practices.
Establishes and maintains the Clinic’s chart of accounts; assures integrity of books and records for all transactions and provides for security of transaction records.
Directs all loan activities including debt ratio calculation; prepares reports of compliance in accordance with lender requirements.
Performs other duties as assigned or required by the CEO.
Additional Functions and Responsibilities:
Compliance with all Health Insurance Portability and Accountability Act (HIPAA) regulations and requirements.
Ensures compliance with all local, state and federal regulations.
Participates in Quality Assurance and Performance Improvement (QAPI) activities and contribute towards the overall performance improvement of the organization.
Required to learn and use the Clinic’s Electronic Health Record (EHR) software and its components.

As outlined above, this position supervises all Financial Department personnel, and the Clinic’s accounting, accounts payable and inventory systems and accounts receivables, billing and collections functions.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Travel may occasionally be required to carry out essential job functions and/or training purposes. If personal vehicle is used for specified job-related errands or travel to/from training events, mileage will be reimbursed as specified in the Employee Handbook.

Education, Experience, Certifications, Licenses and Registrations:
Master’s Degree in accounting or business administration with specialization in accounting or finance with 4-6 years of experience in a senior management position within a Federally Qualified Health Center, or Bachelor’s degree with 8-10 years of experience in a senior management CPA is preferred and could substitute for two years of experience.
Knowledge of Federally Qualified Health Centers; government grants management policies
Experience in billing federal, state and private payers for health services.
Ability to communicate and maintain effective working relationships with staff and funding agencies’ personnel.
Ability to operate independently, supervise personnel, and train Financial Department personnel when necessary.
Promotes and believes in the Clinic’s mission statement.
Ability to relate to the public regardless of ethnic, religious and economic status.
Understanding of GAAP reporting rules and requirements.
Demonstrated experience with the use of computerized information and financial systems in financial analysis and reporting.
Outstanding skills using Microsoft Office, financial databases, and other financial software.
Ability to analyze data and information from diverse sources to create comprehensive financial plans.
Ability to provide appropriate interpretation of federal, state, county and local laws and regulations.
A collaborative management style with demonstrated skills in working successfully with individuals with varying degrees of financial knowledge.
Outstanding communication, interpersonal and negotiation skills.
Proven ability to handle highly sensitive, confidential information with discretion and integrity.
